Quick answer: start with the existing vent path
If the home already has a usable, code-compliant chimney or B-vent path, a conventional gas tank may still be practical. If that vent path is unsuitable, damaged, improperly sized or unavailable, the options can shift toward relining, power vent, direct vent or a different water-heater type.
When a chimney liner enters the conversation
A liner may be considered when a gas appliance is venting through a masonry chimney and the existing flue condition or sizing does not support safe operation. The exact requirement depends on the appliance, chimney condition and jurisdiction, so it should be verified for the property rather than assumed from a photo alone.

When power vent can make sense
A power-vent water heater uses a blower to move combustion gases through an approved vent system, often to a sidewall. It can solve situations where a conventional chimney route is not practical, but it adds electrical dependence, vent-routing requirements and a different equipment cost.
Direct vent is a separate option
Direct-vent equipment uses a sealed combustion path that brings combustion air from outdoors and exhausts outdoors. That can be useful in tighter spaces or homes where indoor combustion air and chimney access are poor, but clearances and termination locations still control whether the route works.
Why this changes the project price
A straight tank swap and a venting correction are not the same scope. Liner work, a power-vent conversion, direct-vent routing, electrical work, gas changes, wall penetrations, permits or inspections can materially change labor and material requirements. Those items should appear in the written scope only when they actually apply.
