The short answer is: often, yes — but the permit, licensed trade and inspection path depends on the county, municipality, fuel type and scope of work. In Prince George's County, the official guidance specifically treats water heaters differently from ordinary fixture replacements.
Prince George's County says permits are generally not required when an existing plumbing fixture is replaced, except for water heaters and testable backflow devices. The County also says WSSC issues plumbing permits and handles plumbing inspections. That means a like-for-like water-heater replacement should not be treated like swapping a faucet.
A standard tank replacement can involve plumbing, gasfitting, venting or electrical work. A fuel conversion, tankless installation, relocation, new circuit or service-panel change can add requirements. The safe sequence is to identify the exact equipment, installation address and full scope before anyone promises which permits are needed.
The licensed contractor should identify the applicable trade permits, include them in the written scope and explain who schedules required inspections. Prince George's County directs plumbing and gasfitting permit questions to WSSC, while electrical or mechanical work can follow separate County processes.
Ask four direct questions: Which permits apply to this address and scope? Who pulls them? Are permit and inspection costs included? What work would change the permit requirement? Get the answers in writing so competing estimates cover the same job.
A failed tank can make the job urgent, but urgency does not make safety, code or inspection requirements disappear. Shut down a leaking or unsafe unit, call for the earliest available assessment, and have the permit path confirmed as part of the replacement plan.
